Automate WASM build with a new Python script. The script provides
several build profiles with configure flags for Emscripten flavors
and WASI. The script can detect and use Emscripten SDK and WASI SDK from
default locations or env vars.
``configure`` now detects Node arguments and creates HOSTRUNNER
arguments for Node 16. It also sets correct arguments for
``wasm64-emscripten``.

Per @warsaw in https://github.com/python/cpython/issues/63754, this was
deprecated in Python 3.4 and was suggested for removal in Python 3.5.

Fix CFLAGS in customize_compiler() of distutils.sysconfig: when the
CFLAGS environment variable is defined, don't override CFLAGS variable with
the OPT variable anymore.

may differ between sysconfig and distutils.sysconfig due to
compiler customizations on OS X. For now, move those vars
into a separate test and skip if the customization has taken
place in distutils. The long-term solution is to eliminate
having two sysconfig modules.
in distutils.sysconfig matches that in the
toplevel sysconfig module.
Without this patch universal builds on OSX are
broken.
Als add a test that checks that the two version
of get_config_vars agree on important values.

Fix test_distutils to not fail when running 'make test' from a Python build
directory that is not the source directory (ie, one created using
'/path/to/source/configure'.) Leaves this test very slightly degraded in
that particular case, compared to the build-in-sourcedir case, but that case
isn't a particularly strong test either: neither test the actual path that
will be used after installing. There isn't a particularly good way to test
this, and a poor test beats a failing test.
