Take a look for example:
"/etc/xdg/kwinrulesrc"
[General]
count=2

"~/.config/kwinrulesrc"
[General]
count=1

The real need count is 2, so we should compare the values.
Only if count value is right and load rules again,
the rules will load correctly.
