Notes on libieee1284 on Windows 95/98/Me

Unlike NT, the Windows9X kernel is more lax with its I/O security. We take
advantage of this by using 9X the same as Linux port based I/O, just without
the ioperm() step. Unfortunately it's still much slower than Linux, partly
because cygwin is very slow on 9x kernels. It also means that we're guessing
the parallel port base address, so it's not as reliable as ppdev.
