cgroup macros refactoring, part 1

- Introduce VIR_CGROUP_SUPPORTED conditional
- Convert virCgroupKill* to use it
- Convert virCgroupIsolateMount() to use it
- Convert virCgroupRemoveRecursively to VIR_CGROUP_SUPPORTED
