src: remove all traces of Cygwin support
Cygwin is not a supported build platform for libvirt and has no testing coverage in our CI systems. Stop pretending the code is usable and remove it so there is less to port to Meson. Reviewed-by: Pavel Hrdina <phrdina@redhat.com> Signed-off-by: Daniel P. Berrangé <berrange@redhat.com>
