qemu: reorder PCI slot assignment functions
Move qemuDomainAssignPCIAddresses after the definition of the static function qemuDomainValidateDevicePCISlotsQ35. This lets us define a new static function using qemuDomainValidateDevicePCISlots* and use it in qemuDomainAssignPCIAddresses without a forward declaration.
