virsh: fix mingw startup

* .gnulib: Update to latest, for pipe2.
* bootstrap.conf (gnulib_modules): Add pipe2.
* src/util/event_poll.c (virEventPollInit): Use it, to avoid
problematic virSetCloseExec on mingw.
