ARM: GIC: Make MULTI_IRQ_HANDLER mandatory
Now that MULTI_IRQ_HANDLER is selected by all the in-tree GIC users, make it mandatory and remove the unused macros. Signed-off-by: Marc Zyngier <marc.zyngier@arm.com>
