thermal: int3400_thermal: process "thermal table changed" event
Some BIOS implement ACPI notification code 0x83 to indicate active relationship table(ART) and/or thermal relationship table(TRT) changes to INT3400 device. This event needs to be propagated to user space so that it can be handled by the user space thermal daemon.
