net: hns3: Add HNS3 Acceleration Engine & Compatibility Layer Support
This patch adds the support of Hisilicon Network Subsystem Accceleration Engine and common operations to access it. This layer provides access to the hardware configuration, hardware statistics. This layer is also responsible for triggering the initialization of the PHY layer through the below MDIO layer.
