USB: OHCI: Properly handle OHCI controller suspend

Suspend scenario in case of OHCI was not properly
handled in ochi_suspend()routine. Alan Stern
suggested, properly handle OHCI suspend scenario.

This does generic proper handling of suspend
scenario to all OHCI SOC.
