usb: chipidea: otg: Fix kerneldoc issues relating to description of 'ci'
Firstly we add some missing descriptions. Then we fix some formatting issues. Kerneldoc expects arguments to be in the format '@.*: '. If either the '@' or ':' is omitted, kerneldoc gets confused.
