perfcounters: add fixed-mode PMC enumeration
Enumerate fixed-mode PMCs based on CPUID, and feed that into the perfcounter code. Does not use fixed-mode PMCs yet. Signed-off-by: Ingo Molnar <mingo@elte.hu>
