net: bcmgenet: modularize bcmgenet_{open,close}

Introduce a bunch of helper functions: bcmgenet_netif_start,
bcmgenet_netif_stop and bcmgenet_intr_disable to help reuse code that is
going to be necessary for suspend/resume.
