libceph: change ceph_osdmap_flag() to take osdc
For the benefit of every single caller, take osdc instead of map. Also, now that osdc->osdmap can't ever be NULL, drop the check. Signed-off-by: Ilya Dryomov <idryomov@gmail.com>
