drm/dp_mst: Set CLEAR_PAYLOAD_ID_TABLE as broadcast

[Why & How]
According to DP spec, CLEAR_PAYLOAD_ID_TABLE is a path broadcast request
message and current implementation is incorrect. Fix it.
