RDMA/qedr: Fix out of bounds index check in query pkey 

The pkey table size is QEDR_ROCE_PKEY_TABLE_LEN, index should be tested
for >= QEDR_ROCE_PKEY_TABLE_LEN instead of > QEDR_ROCE_PKEY_TABLE_LEN.
