Add SPDX license identifiers to all Make/Kconfig files which: - Have no license information of any form These files fall under the project license, GPL v2 only. Allen Hubbe	e26a5843f7	NTB: Split ntb_hw_intel and ntb_transport drivers ... Change ntb_hw_intel to use the new NTB hardware abstraction layer. Split ntb_transport into its own driver.
