There were quite a few issues when the wrong defines were getting used
in the VF driver. This patch fixes the code where PF driver registers
were getting used for VF driver, and also removes the registers that are
not being used from the VF register file.

Clean up a little confusion in reporting error status in phy and fcoe
setup error reports by separating the return status from the AQ error.
Add two decoder functions to make this easier.

A sparse complaint in i40e_debug_aq in a funky buffer write goes away by
straightening out the code out to something less convoluted.
Also fix some other sparse warnings while we are at it, making some
functions static and using NULL instead of 0.

The function i40e_debug_aq() prints information helpful in debugging
admin queue commands, but it doesn't do so correctly on big endian machines.
This patch adds the appropriate LExx_TO_CPU wrappers for big endian
architectures.

There is at least one case in the Firmware API where the response to a
command changes the buffer size field in the AQ descriptor to a larger
number than what the request's buffer size started as. This is in addition
to setting an error flag and is in order to tell the requester how much
larger a buffer is required for the answer. We need to be sure not to
use that number when dumping the contents of the data buffer because it
can send us into the weeds and generate an invalid pointer exception.
This patch adds a max buffer size parameter to the print helper to be
sure the code knows when to stop.

Move a declaration up one level so we don't dereference it out of scope.
This didn't cause any panics, but the details->async field would
mysteriously disappear, causing unnecessary delays when sending AQ
commands. Also, the code is just plain wrong.

Original comment from Tom Herbert <therbert@google.com>
Drivers should call skb_set_hash to set the hash and its type
in an skbuff.
This patch builds upon Tom's original implementation and adds
the L4 type return when we know it is an L4 hash.
This requires use of the ptype decoder ring, so enable it.
