For no apparent reason this code casts away the const of the const u16 arrays, and it
also takes the address of an array. While that's ignored in C I think smatch gets confused
by it.

Right now, satellite tuner drivers specify frequencies in kHz,
while terrestrial/cable ones specify in Hz. That's confusing
for developers.
However, the main problem is that universal tuners capable
of handling both satellite and non-satelite delivery systems
are appearing. We end by needing to hack the drivers in
order to support such hybrid tuners.
So, convert everything to specify tuner frequencies in Hz.
Plese notice that a similar patch is also needed for frontends.

Replace usages of the locally defined ABS() macro with calls to the
canonical abs() from kernel.h and remove the old definitions of ABS()
This change was originally motivated by two local definitions of the
ABS (absolute value) macro that fail to parenthesize their parameter
properly. This can lead to a bad expansion for low-precedence
expression arguments.
For example: ABS(1-2) currently expands to ((1-2) < 0 ? (-1-2) : (1-2))
which evaluates to -3. But the correct expansion would be
((1-2) < 0 ? -(1-2) : (1-2)) which evaluates to 1.

instead make it static. Makes the object code smaller by over 180 bytes:

Most release callback functions are identical: free the "tuner_priv"
and clear it. Let's eliminate some bloat by providing this simple
implementation in the dvb_frontend library.

The dprintk() macro relies on continuation lines. This is not
a good practice and will break after commit 563873318d
("Merge branch 'printk-cleanups").
So, instead of directly calling printk(), use pr_foo() macros,
adding a \n leading char on each macro call.

msleep() is not too precise: its precision depends on the
HZ config. As the driver selects precise timings for the
state machine, change it to usleep_range().

The check if the values for c, h and n are within the range is
always true, as, if one of this values is out of range, the
previous "if" clauses will default to a value within the
range.
That fixes the following warning:
