MT2712 SoC can provide the rmii reference clock, and the clock
will output from TXC pin only, which means ref_clk pin of external
PHY should connect to TXC pin in this case.
Add corresponding clock and timing settings.

Before this change of_get_phy_mode() returned an enum,
phy_interface_t. On error, -ENODEV etc, is returned. If the result of
the function is stored in a variable of type phy_interface_t, and the
compiler has decided to represent this as an unsigned int, comparision
with -ENODEV etc, is a signed vs unsigned comparision.
Fix this problem by changing the API. Make the function return an
error, or 0 on success, and pass a pointer, of type phy_interface_t,
where the phy mode should be stored.
v2:
Return with *interface set to PHY_INTERFACE_MODE_NA on error.
Add error checks to all users of of_get_phy_mode()
Fixup a few reverse christmas tree errors
Fixup a few slightly malformed reverse christmas trees
v3:
Fix 0-day reported errors.

mac_delay value will be divided by 550/170 in mt2712_delay_ps2stage(),
which is invoked at the beginning of mt2712_set_delay(), and the value
should be restored at the end of mt2712_set_delay().
Or, mac_delay will be divided again when invoking mt2712_set_delay()
when resume back.
So, add mt2712_delay_stage2ps() to mt2712_set_delay() to recovery the
original mac_delay value.

disable rx watchdog for dwmac-mediatek, then the hw will
issue a rx interrupt once receiving a packet, so the responding time
for rx path will be reduced.

1. the frequency of csr clock is 66.5MHz, so the csr_clk value should
be 0 other than 5.
2. the csr_clk can be got from device tree, so remove initialization here.

the timing adjustment flow.
2. set timing value according to the value from device tree,
