Add configuration check for setlinebuf

This function is not present on MinGW (of course), and
the equivalent behaves in a non-sensical way (full buffering).

Fix check_glob.c
...
On ARM, the missing return 0 at end causes the program to return 16.
I believe that this is an error relative to the standard, but
in any case, it's worth fixing.
