add mediaanalytics service to build

Builds the new mediaanalytics service as part of basic build (as opposed to product-specific builds). Bug: 30267133 Test: clean build of system, see that new service is present Change-Id: Ibf44d97974b200d93dcf4d0605e20655eda5b95e
