Merge changes from topics "soong-dist", "tests-PathForSource" into rvc-dev

* changes:
  Add DistForGoal to MakeVarsContext
  Define Soong phony rules in Make
  Remove paths from cc.TestConfig
  Remove most paths from java.TestConfig
  Allow tests to bypass PathForSource existence checks
