frankfeng c5b8749853 Implement test config auto-gen for sh_test. 
Supports the following properties:
- Require_root
- Test_config_template
- Auto_gen_config

Test config template is in a separate CL.

Jaewoong Jung 4b79e98a6e Soong package structure refactoring 
Give prebuilt_etc and sh_binary their own packages and split the
gigantic main Android.bp up to small, per-package ones.
