We want to support a compile_dex property for java_import. This splits
dex-related properties into a dexer struct which can be embedded in
relevant modules.

When WITHOUT_CHECK_API=true, the droidstubs apiFile can be nil. Fix this
by defensively checking for nil paths when making the TaggedDistFiles,
and also in android.MakeDefaultDistFiles.
The error message reported in r.android.com/1335521 was:
"internal error: panic in GenerateBuildActions for singleton androidmk
Dist file should not be nil for the default tag in
android.net.ipsec.ike.stubs.source in translateAndroidMkModule for
module android.net.ipsec.ike.stubs.source variant android_common"

Soong and Make have no ways to figure out what splits will be outputted
from a given android_app_set, so it's impossible for them to provide
full PACKAGES.$(LOCAL_MODULE).CERTIFICATE entries, which are required to
build a final apkcerts.txt. This change makes extract_apks produce
apkcerts.txt files for each input modules instead. The Make-side
counterpart of this change merges all local apkcerts.txt into a final
one.

Previously, the package check was only run when building checkbuild or
the phony target created for a specific module. It would not run when
building a module that depended upon a library with the
permitted_packages property. That was because the package check was
only run when the package-check.stamp file was built and that was only
added to the phony and checkbuild targets.
Instead of touching a separate package-check.stamp file to indicate
that the check has been performed this change copies the input jar file
to the package check to a separate ../package-check/<jar> file which is
then treated as the output of the library and is the input for any dex
processing. So, any modules that depend on this library will
transitively depend on the output file produced by the package check
command and so will ensure that the package check is always run.
Test: Removed "android.net" from the permitted_packages for
"framework-tethering", build "framework-tethering" which
triggered and failed the package check and
"com.android.tethering" which did not.
Made this change.

Package checks were not being run for java libraries that were in an

The android_library module type can be used within an android_app that
can itself be added to an apex but android_library does not call
android.InitApexModule(module) and so it does not support apex variants
and so is treated as if it cannot be part of an APEX even though it
actually is.
Now, android_library supports AEPX variants.
Due to this change, the whilelist for apex_available got bigger.

Needed to optimize the handling of the module_lib API surface which
currently has to be generated with two separate droidstubs instances,
one to generate the stubs and another to generate the .txt file. This
allows the module generating the .txt file to avoid also wasting time
generating stubs that are not used.
This change:
* Adds a generate_stubs property that defaults to true to allow the
behavior to be customized on a per module basis.
* Uses either the stubs srcjar or the api .txt file as the OutputFile
for the AndroidMkEntries to ensure that they get written out properly.
* Rearranges the code for generating stubs to make it easier to
turn it off.

Leaving out LOCAL_CERTIFICATE for flattened apex APKs causes
the apkcerts.txt to have empty keys for those APKs, which
confuses the signing tools. Set LOCAL_CERTIFICATE for them.
Also refactor the Certificate support to avoid introducing
duplicated handling for presigned certificates.

The value format that sdk_version (and min_sdk_version, etc.) can have
has consistently evolved and is quite complicated. Furthermore, with the
Mainline module effort, we are expected to have more sdk_versions like
'module-app-current', 'module-lib-current', etc.
The goal of this change is to abstract the various sdk versions, which
are currently represented in string and is parsed in various places,
into a type called sdkSpec, so that adding new sdk veresions becomes
easier than before.
The sdk_version string is now parsed in only one place 'SdkSpecFrom', in
which it is converted into the sdkSpec struct. The struct type provides
several methods that again converts sdkSpec into context-specific
information such as the effective version number, etc.

Previously, the checking of the current API for compatibility with the
previously released API was only enabled for a white list of targets
which included api-stubs-docs and system-api-stubs-docs. This change
replaces the white list of targets to check with a black list of targets
not to check so that the checks are performed by default.
The black list currently consists only of android.car-system-stubs-docs.

Java libraries with hostdex: true are available for the platform even if
it doesn't have "//apex_available:platform" in the apex_available

62c7829595c0df53e96addcd347c11ac01012eee introduced the new stem
property to java modules, but it wasn't propagated to Make. Fixing the
problem.
This change also fixes a problem that (module name) == (file name) is
assumed in dexpreopt_config.go, which no longer is the case. A mutator
runs to build a map from module name to its stem. The map is then used
when filling up the file paths in the bootImageConfig struct.

This allows to use Metalava to generate metadata files useful for
Android Studio as part of a droidstubs target.
Once those files have been created in a new metadata folder, they are
zipped to make it easier to transfer them into the
out/target/common/obj/PACKAGING folder where they can then be picked up
by the SDK build to be included there.

`m <sdk_name>` generates two scripts each of which is use to update the
current snapshot of the SDK and to freeze ToT as a new version,
respectively. Executing the scripts will copy necessary files (stub
libraries, AIDL files, etc.) along with Android.bp into the ./<apiver>
directory under the directory where the sdk is defined.
This change also introduces a new module type 'sdk_snapshot' that
represents a snapshot of an SDK. It will be auto-generated by the above
scripts, so developers are not expected to write this manually.
The module type 'sdk' is now used to simply specify the list of modules
that an SDK has.
Finally, this change changes the version separator from '#' to '@'
because '#' confuses Make.

Soong has been outputting incorrect Android.mk entries for split apks.
soong_app_prebuilt.mk expects LOCAL_SOONG_BUILT_INSTALLED to contain a
list of <split apk path>:<on device install path> pairs whereas Soong
outputs <split apk path>:$(LOCAL_MODULE_PATH)/<split apk filename> pairs.
This also adds a missing underscore in split apk filenames.
