Use TOUCHABLE_INSETS_REGION when IME is visible 

This ensures the dismiss button is fully clickable even if taskbar is stashed.

Test: Stash taskbar, can dismiss keyboard by tapping anywhere on the back button
(Same with taskbar unstashed)
