1. Instead of always announcing "Apps list", we now announce
"personal apps list" and "work apps list" if tab is there.
2. Fix an issue that "personal" and "work" are announced twice.

Instead of animating the shadow, animating the icon scale. This avoids
unnecessary bitmap creating at app-launch and also plays nice with the
app-launch transition

When auto-rotate is on, launcher allways allows rotation. This allows uses to use
locked rotation feature is available on the device
When auto-rotate is off, workspace does not allow rotation, but overview in quickstep
will allow rotation

If a system shortcut icon has a color other than white, then the
default tintMode (src_atop) will result in the wrong color. In
this case, ic_widget recently changed fillColor from white to
textColorPrimary, resulting in a darker color for light wallpapers.

* Add start delay when launcher resumes from all apps or landscape.
* Track the last app transition animator and cancel it before beginning a new one,
otherwise the animators can conflict with each other.
ie. Opening an app from all apps and then immediately pressing back to return to
all apps.
* Use class overrride instead of UiFactory.
