libvndksupport: Do not lookup default namespace for sphal failure 

Instead of looking up default namespace for the failure of loading
sphal libs, report failure. This is only for the devices that have
sphal namespace.

Test: sailfish builds and boots
Test: libvndksupport-tests passes
