Camera: Add new set video format/dataspace command
This allows the video encoding subsystem inform the camera what format and dataspace should be used for metadata-mode buffers. This is necessary to allow software encoders and other generic consumers that cannot interpret HAL_PIXEL_FORMAT_IMPLEMENTATION_DEFINED buffers.
