Subject: [PATCH] Enable CHARGER_ENABLE_SUSPEND to allow suspend

Fixed a bug in makefile that was keeping CHARGER_ENABLE_SUSPEND from
getting properly set, so healthd was not trying to put kernel into
suspend.
