Clean up a few mistakes in logging initialization
1) Only init needs to clear stdout/stderr/stdin, so remove this from
ueventd, watchdogd, and subcontext init
2) Only init should reboot due to FATAL errors. This was true even
before this change due to getpid() checks, but there's no reason to
not just use the DefaultAborter for other processes.
3) It's probably a mistake for FATAL logs in init to try to gracefully
shutdown the system, so simply call RebootSystem() here.
4) Lastly, remove log.cpp since it's not actually shared code anymore

Init exposes a global 'sehandle' that ueventd references as part of
devices.cpp and util.cpp. This is particularly dangerous in
device_init() in which both uevent and init write to this global.
This change creates a separate local copy for devices.cpp and puts
restrictions on where init.h can be included to make sure the global
used by init is not reference by non-init code. Future changes to
init should remove this global.

I'll come back and remove klog_init when I've removed other calls to it.

Test: booted N9, looked at "adb shell dmesg" output.
- Get rid of log stutter, tag (executable basename) is added by
the logging routines

Also make important events in init's life NOTICE rather than INFO,
and ensure that NOTICE events actually make it to the kernel log.
Also fix the logging so that if you have a printf format string
error, the compiler now catches it.
Also give messages from init, ueventd, and watchdogd distinct tags.
(Previously they'd all call themselves "init", and dmesg doesn't
include pids, so you couldn't untangle them.)
Also include the tag in SELinux messages.
