hw/arm/virt: Support cluster level in DT cpu-map

Support one cluster level between core and physical package in the
cpu-map of Arm/virt devicetree. This is also consistent with Linux
Doc "Documentation/devicetree/bindings/cpu/cpu-topology.txt".
