mei: fix compilation error with missing WATCHDOG_CORE
Kconfig is not transitive so INTEL_ME_TXE has to depend on WATCHDOG_CORE as well ERROR: "watchdog_unregister_device" [drivers/misc/mei/mei.ko] undefined!
