tty/serial: Add RISC-V SBI earlycon support

In RISC-V, the M-mode runtime firmware provide SBI calls for
debug prints. This patch adds earlycon support using RISC-V
SBI console calls. To enable it, just pass "earlycon=sbi" in
kernel parameters.
