rcu: Combine DEFINE_SRCU() and DEFINE_STATIC_SRCU()

The DEFINE_SRCU() and DEFINE_STATIC_SRCU() definitions are quite
similar, so this commit combines them, saving a bit of code and removing
redundancy.
