tty: mips_ejtag_fdc: constify mips_cdmm_device_id 

mips_cdmm_device_id are not supposed to change at runtime.
mips_cdmm_driver is working with const 'id_table'. So mark
the non-const mips_cdmm_device_id structs as const.
