PCI: sysfs: Change permissions from symbolic to octal 

We prefer octal permissions over symbolic permissions such as "(S_IWUSR |
S_IWGRP)".  Change all symbolic permissions to octal permissions, e.g.,

  - (S_IWUSR | S_IWGRP)
  + 0220
