Remove old, dead Kconfig option INET_LRO. It is gone since
commit 7bbf3cae65 ("ipv4: Remove inet_lro library").

Max10 is a FPGA device. This patch adds defconfig based on Max10 hardware
reference design. Design is intended to run on Max10 development kit.
