Include the generic definitions of pci_iomap() and __pci_ioport_map()
otherwise we can get errors like:

Everybody uses the generic pcibios_resource_to_bus() supplied by the core
now, so remove the ARCH_HAS_GENERIC_PCI_OFFSETS used during conversion.

It seems that mn10300 made it upstream after Jan Beulich's pci_dac_dma_*
cleanup work and still defines pci_dac_dma_supported(). This API is not
required by the PCI subsystem anymore, so remove it.
