There is no "ARCH=tile" (just like there is no "ARCH=x86") so we need
to pick a default configuration, either tilepro or tilegx, when users
specify ARCH=tile. We'll use tilegx, since that's our current chip.

It causes "make clean" to fail, for example. Once we have KVM support
complete, we'll reinstate the subdir reference.

While not a port to KVM (yet), this change modifies the kernel
to be able to build either at PL1 or at PL2 with a suitable
config switch. Pushing up this change avoids handling branch
merge issues going forward with the KVM work.

Avoid a compile failure if CONFIG_DEBUG_EXTRA_FLAGS is empty ("");
provide an "install" hook as well as a matching archhelp target;
and some minor whitespace cleanup.

With this change, the arch/tile Makefile will only check for a valid
combination of CROSS_COMPILE vs "uname -m" for a few common targets
that are typically the ones we get wrong (vmlinux, all, and modules).
The change handles the case of an empty "make" goal like "make all".

This change is the core kernel support for TILEPro and TILE64 chips.
No driver support (except the console driver) is included yet.
This includes the relevant Linux headers in asm/; the low-level
low-level "Tile architecture" headers in arch/, which are
shared with the hypervisor, etc., and are build-system agnostic;
and the relevant hypervisor headers in hv/.
