Introduces struct fib_config replacing the ugly struct kern_rta
prone to ordering issues. Avoids creating faked netlink messages
for auto generated routes or requests via ioctl.
A new interface net/nexthop.h is added to help navigate through
nexthop configuration arrays.
A new struct nl_info will be used to carry the necessary netlink
information to be used for notifications later on.

Increase the number of possible routing tables to 2^32 by replacing the
fixed sized array of pointers by a hash table and replacing iterations
over all possible table IDs by hash table walking.

Introduce RTA_TABLE route attribute and FRA_TABLE routing rule attribute
to hold 32 bit routing table IDs. Usespace compatibility is provided by
continuing to accept and send the rtm_table field, but because of its
limited size it can only carry the low 8 bits of the table ID. This
implies that if larger IDs are used, _all_ userspace programs using them
need to use RTA_TABLE.

Use u32 for routing table IDs in net/ipv4 and net/decnet in preparation of
support for a larger number of routing tables. net/ipv6 already uses u32
everywhere and needs no further changes. No functional changes are made by
this patch.

Some versions of gcc generate incorrect code for the inet_check_attr()
function, apparently due to a totally bogus index -> pointer comparison
transformation.
At least "gcc version 4.0.1 20050727 (Red Hat 4.0.1-5)" from FC4 is
affected, possibly others too.
This changes the function subtly so that the buggy gcc transformation
doesn't trigger.

touched as they were getting needed headers indirectly for stuff they use.
Thanks also to Alan Menegotto for pointing out that net/dccp/proto.c had

The receive path for fib_lookup netlink messages is lacking sanity
checks for header and payload and is thus vulnerable to malformed
netlink messages causing illegal memory references.

The following patch renames __in_dev_get() to __in_dev_get_rtnl() and
introduces __in_dev_get_rcu() to cover the second case.
1) RCU with refcnt should use in_dev_get().
2) RCU without refcnt should use __in_dev_get_rcu().
3) All others must hold RTNL and use __in_dev_get_rtnl().
There is one exception in net/ipv4/route.c which is in fact a pre-existing
race condition. I've marked it as such so that we remember to fix it.
This patch is based on suggestions and prior work by Suzanne Wood and
Paul McKenney.

Below is a more generic patch to do fib_lookup via netlink. For others
we should say that we discussed this as a way to verify route selection.
It's also possible there are others uses for this.
In short the fist half of struct fib_result_nl is filled in by caller
and netlink call fills in the other half and returns it.
In case anyone is interested there is a corresponding user app to compare
the full routing table this was used to test implementation of the LC-trie.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
