Modifies TIPC's incoming broadcast packet handler to discard messages
that cannot legally be sent over the broadcast link, including:
- broadcast protocol messages that do no contain state information
- payload messages that are not named multicast messages
- any other form of message except for bundled messages, fragmented
messages, and name distribution messages.
These checks are needed to prevent TIPC from handing an unexpected
message to a routine that isn't prepared to handle it, which could
lead to incorrect processing (up to and including invalid memory
references caused by attempts to access message fields that aren't
present in the message).

Ensure that broadcast link messages that have not been acknowledged
by a newly failed node do not get an implied acknowledgement until the
failed node is removed from the broadcast link's map of reachable nodes.
Previously, a race condition allowed a new broadcast link message to be
sent after the implicit acknowledgement processing was completed, but
before the map of reachable nodes was updated, resulting in the message
having an expected acknowledgement count that required the failed node
to explicitly acknowledge the message. Since this would never occur
the new message would remain in the broadcast link's transmit queue
forever, eventually causing the link to become congested and "stall".
Delaying the implicit acknowledgement processing until after the update
of the map of reachable nodes eliminates this race condition and prevents
stalling.

When associating to an AP, the station might miss the first EAP
packet that the AP sends due to a race condition between the association
success procedure and the rx flow in mac80211.
In such cases, the packet might fall in ieee80211_rx_h_check due to
the fact that the relevant rx->sta wasn't allocated yet.
Allocation of the relevant station info struct before actually
sending the association request and setting it with a new
dummy_sta flag solve this problem.
The station will accept only EAP packets from the AP while it
is in the pre-association/dummy state.
This dummy station entry is not seen by normal sta_info_get()
calls, only by sta_info_get_bss_rx().
The driver is not notified for the first insertion of the
dummy station. The driver is notified only after the association
is complete and the dummy flag is removed from the station entry.
That way, all the rest of the code flow should be untouched by
this change.

Dereferencing a user pointer directly from kernel-space without going
through the copy_from_user family of functions is a bad idea. Two of
such usages can be found in the sendmsg code path called from sendmmsg,
added by
commit c71d8ebe7a upstream.
commit 5b47b8038f183b44d2d8ff1c7d11a5c1be706b34 in the 3.0-stable tree.
Usages are performed through memcmp() and memcpy() directly. Fix those
by using the already copied msg_sys structure instead of the __user *msg
structure. Note that msg_sys can be set to NULL by verify_compat_iovec()

Patch series 109f6e39..7361c36c back in 2.6.36 added functionality to
allow credentials to work across pid namespaces for packets sent via
UNIX sockets. However, the atomic reference counts on pid and
credentials caused plenty of cache bouncing when there are numerous
threads of the same pid sharing a UNIX socket. This patch mitigates the
problem by eliminating extraneous reference counts on pid and
credentials on both send and receive path of UNIX sockets. I found a 2x
improvement in hackbench's threaded case.
On the receive path in unix_dgram_recvmsg, currently there is an
increment of reference count on pid and credentials in scm_set_cred.
Then there are two decrement of the reference counts. Once in scm_recv
and once when skb_free_datagram call skb->destructor function
unix_destruct_scm. One pair of increment and decrement of ref count on
pid and credentials can be eliminated from the receive path. Until we
destroy the skb, we already set a reference when we created the skb on
the send side.
On the send path, there are two increments of ref count on pid and
credentials, once in scm_send and once in unix_scm_to_skb. Then there
is a decrement of the reference counts in scm_destroy's call to
scm_destroy_cred at the end of unix_dgram_sendmsg functions. One pair
of increment and decrement of the reference counts can be removed so we
only need to increment the ref counts once.
By incorporating these changes, for hackbench running on a 4 socket
NHM-EX machine with 40 cores, the execution of hackbench on
50 groups of 20 threads sped up by factor of 2.
Hackbench command used for testing:
./hackbench 50 thread 2000

This patch implements Proportional Rate Reduction (PRR) for TCP.
PRR is an algorithm that determines TCP's sending rate in fast
recovery. PRR avoids excessive window reductions and aims for
the actual congestion window size at the end of recovery to be as
close as possible to the window determined by the congestion control
algorithm. PRR also improves accuracy of the amount of data sent
during loss recovery.
The patch implements the recommended flavor of PRR called PRR-SSRB
(Proportional rate reduction with slow start reduction bound) and
replaces the existing rate halving algorithm. PRR improves upon the
existing Linux fast recovery under a number of conditions including:
1) burst losses where the losses implicitly reduce the amount of
outstanding data (pipe) below the ssthresh value selected by the
congestion control algorithm and,
2) losses near the end of short flows where application runs out of
data to send.
As an example, with the existing rate halving implementation a single
loss event can cause a connection carrying short Web transactions to
go into the slow start mode after the recovery. This is because during
recovery Linux pulls the congestion window down to packets_in_flight+1
on every ACK. A short Web response often runs out of new data to send
and its pipe reduces to zero by the end of recovery when all its packets
are drained from the network. Subsequent HTTP responses using the same
connection will have to slow start to raise cwnd to ssthresh. PRR on
the other hand aims for the cwnd to be as close as possible to ssthresh
by the end of recovery.

This patch updates the mesh peering frames to the format specified in
the recently ratified 802.11s standard. Several changes took place to
make this happen:
- Change RX path to handle new self-protected frames
- Add new Peering management IE
- Remove old Peer Link IE
- Remove old plink_action field in ieee80211_mgmt header
These changes by themselves would either break peering, or work by
coincidence, so squash them all into this patch.

As described at [1] some STAs (i.e. Intel 5100 Windows) can end up
correctly BlockAcking incoming frames without delivering them to user
space if a AMPDU subframe got lost and we don't flush the receipients
reorder buffer with a BlockAckReq. This in turn results in stuck
connections.
According to 802.11n-2009 it is not necessary to send a BAR to flush
the recepients RX reorder buffer but we still do that to be polite.
However, assume the following frame exchange:
AP -> STA, AMPDU (failed)
AP -> STA, BAR (failed)
The client in question then ends up in the same situation and won't
deliver frames to userspace anymore since we weren't able to flush
its reorder buffer.
This is not a hypothetical situation but I was able to observe this
exact behavior during a stress test between a rt2800pci AP and a Intel
5100 Windows client.
In order to work around this issue just tear down the BA session as
soon as a BAR failed to be TX'ed.

As rt_iif represents input device even for packets
coming from loopback with output route, it is not an unique
key specific to input routes. Now rt_route_iif has such role,
it was fl.iif in 2.6.38, so better to change the checks at
some places to save CPU cycles and to restore 2.6.38 semantics.
compare_keys:
- input routes: only rt_route_iif matters, rt_iif is same
- output routes: only rt_oif matters, rt_iif is not

ip_route_input_common:

commit 07bd8df5df
(sch_sfq: fix peek() implementation) changed sfq to use generic
peek helper.
This makes HFSC complain about a non-work-conserving child qdisc, if
prio with sfq child is used within hfsc:
hfsc peeks into prio qdisc, which will then peek into sfq.
returned skb is stashed in sch->gso_skb.
Next, hfsc tries to dequeue from prio, but prio will call sfq dequeue
directly, which may return NULL instead of previously peeked-at skb.
Have prio call qdisc_dequeue_peeked, so sfq->dequeue() is
not called in this case.

According to 802.11-2007, 7.3.1.14 it is compliant to use a buf_size of

TCP in some cases uses different global (raw) socket
to send RST and ACK. The transparent flag is not set there.
Currently, it is a problem for rerouting after the previous
change.
Fix it by simplifying the checks in ip_route_me_harder
and use FLOWI_FLAG_ANYSRC even for sockets. It looks safe
because the initial routing allowed this source address to
be used and now we just have to make sure the packet is rerouted.
As a side effect this also allows rerouting for normal
raw sockets that use spoofed source addresses which was not possible

Computers have become a lot faster since we compromised on the
partial MD4 hash which we use currently for performance reasons.
MD5 is a much safer choice, and is inline with both RFC1948 and
other ISS generators (OpenBSD, Solaris, etc.)
Furthermore, only having 24-bits of the sequence number be truly
unpredictable is a very serious limitation. So the periodic
regeneration and 8-bit counter have been removed. We compute and
use a full 32-bit sequence number.
For ipv6, DCCP was found to use a 32-bit truncated initial sequence
number (it needs 43-bits) and that is fixed here as well.

The sendmmsg() introduced by commit 228e548e "net: Add sendmmsg socket system

SMACK is using destination's address for checking sendmsg() permission.
However, security_socket_sendmsg() is called for only once even if multiple
different destination addresses are passed to sendmmsg().
Therefore, we need to call security_socket_sendmsg() for each destination
address rather than only the first destination address.
Since calling security_socket_sendmsg() every time when only single destination
address was passed to sendmmsg() is a waste of time, omit calling
security_socket_sendmsg() unless destination address of previous datagram and
that of current datagram differs.

sendmmsg uses a similar error return strategy as recvmmsg but it
turns out to be a confusing way to communicate errors.
The current code stores the error code away and returns it on the next
sendmmsg call. This means a call with completely valid arguments could
get an error from a previous call.
Change things so we only return an error if no datagrams could be sent.
If less than the requested number of messages were sent, the application
must retry starting at the first failed one and if the problem is
persistent the error will be returned.
This matches the behaviour of other syscalls like read/write - it
is not an error if less than the requested number of elements are sent.

This patch causes CCID-2 to check the Ack Ratio after reducing the congestion
window. If the Ack Ratio is greater than the congestion window, it is
reduced. This prevents timeouts caused by an Ack Ratio larger than the
congestion window.
In this situation, we choose to set the Ack Ratio to half the congestion window
(or one if that's zero) so that if we loose one ack we don't trigger a timeout.

This patch fixes an issue where CCID-2 will not increase the congestion
window for numerous RTTs after an idle period, application-limited period,
or a loss once the algorithm is in Congestion Avoidance.
What happens is that, when CCID-2 is in Congestion Avoidance mode, it will
increase hc->tx_packets_acked by one for every packet and will increment cwnd
every cwnd packets. However, if there is now an idle period in the connection,
cwnd will be reduced, possibly below the slow start threshold. This will
cause the connection to go into Slow Start. However, in Slow Start CCID-2
performs this test to increment cwnd every second ack:
++hc->tx_packets_acked == 2
Unfortunately, this will be incorrect, if cwnd previous to the idle period
was larger than 2 and if tx_packets_acked was close to cwnd. For example:
cwnd=50 and tx_packets_acked=45.
In this case, the current code, will increment tx_packets_acked until it
equals two, which will only be once tx_packets_acked (an unsigned 32-bit
integer) overflows.
My fix is simply to change that test for tx_packets_acked greater than or
equal to two in slow start.

Add a check to prevent CCID-2 from increasing the cwnd greater than the
Sequence Window.
When the congestion window becomes bigger than the Sequence Window, CCID-2
will attempt to keep more data in the network than the DCCP Sequence Window
code considers possible. This results in the Sequence Window code issuing
a Sync, thereby inducing needless overhead. Further, if this occurs at the
sender, CCID-2 will never detect the problem because the Acks it receives
will indicate no losses. I have seen this cause a drop of 1/3rd in throughput
for a connection.
Also add code to adjust the Sequence Window to be about 5 times the number of
packets in the network (RFC 4340, 7.5.2) and to adjust the Ack Ratio so that
the remote Sequence Window will hold about 5 times the number of packets in
the network. This allows the congestion window to increase correctly without
being limited by the Sequence Window.

In contrast to static feature negotiation at the begin of a connection, this
patch introduces support for exchange of dynamically changing options.
Such an update/exchange is necessary in at least two cases:
* CCID-2's Ack Ratio (RFC 4341, 6.1.2) which changes during the connection;
* Sequence Window values that, as per RFC 4340, 7.5.2, should be sent "as
the connection progresses".
Both are non-negotiable (NN) features, which means that no new capabilities
are negotiated, but rather that changes in known parameters are brought
up-to-date at either end.
Thse characteristics are reflected by the implementation:
* only NN options can be exchanged after connection setup;
* an ack is scheduled directly after activation to speed up the update;
* CCIDs may request changes to an NN feature even if a negotiation for that
feature is already underway: this is required by CCID-2, where changes in
cwnd necessitate Ack Ratio changes, such that the previous Ack Ratio (which
is still being negotiated) would cause irrecoverable RTO timeouts (thanks
to work by Samuel Jero).

ipq_build_packet_message() in net/ipv4/netfilter/ip_queue.c and
net/ipv6/netfilter/ip6_queue.c contain a small potential mem leak as
far as I can tell.
We allocate memory for 'skb' with alloc_skb() annd then call
nlh = NLMSG_PUT(skb, 0, 0, IPQM_PACKET, size - sizeof(*nlh));
NLMSG_PUT is a macro
NLMSG_PUT(skb, pid, seq, type, len) \
NLMSG_NEW(skb, pid, seq, type, len, 0)
that expands to NLMSG_NEW, which is also a macro which expands to:
NLMSG_NEW(skb, pid, seq, type, len, flags) \
({ if (unlikely(skb_tailroom(skb) < (int)NLMSG_SPACE(len))) \
goto nlmsg_failure; \
__nlmsg_put(skb, pid, seq, type, len, flags); })
If we take the true branch of the 'if' statement and 'goto
nlmsg_failure', then we'll, at that point, return from
ipq_build_packet_message() without having assigned 'skb' to anything
and we'll leak the memory we allocated for it when it goes out of
scope.
Fix this by placing a 'kfree(skb)' at 'nlmsg_failure'.
I admit that I do not know how likely this to actually happen or even
if there's something that guarantees that it will never happen - I'm

After the last patch, We are left in a state in which only drivers calling
ether_setup have IFF_TX_SKB_SHARING set (we assume that drivers touching real
hardware call ether_setup for their net_devices and don't hold any state in
their skbs. There are a handful of drivers that violate this assumption of
course, and need to be fixed up. This patch identifies those drivers, and marks
them as not being able to support the safe transmission of skbs by clearning the
IFF_TX_SKB_SHARING flag in priv_flags

Pktgen attempts to transmit shared skbs to net devices, which can't be used by
some drivers as they keep state information in skbs. This patch adds a flag
marking drivers as being able to handle shared skbs in their tx path. Drivers
are defaulted to being unable to do so, but calling ether_setup enables this
flag, as 90% of the drivers calling ether_setup touch real hardware and can
handle shared skbs. A subsequent patch will audit drivers to ensure that the
flag is set properly

received it and, presumably, queued it for processing). Time out OSD

busy and are throttling the requests they read off the network.

We presently define all kinds of notifiers in notifier.h. This is not
necessary at all, since different subsystems use different notifiers, they
are almost non-related with each other.
This can also save much build time. Suppose I add a new netdevice event,
really I don't have to recompile all the source, just network related.
Without this patch, all the source will be recompiled.
I move the notify events near to their subsystem notifier registers, so
that they can be found more easily.
This patch:
It is not necessary to share the same notifier.h.

| No need for matching code in addrconf_leave_anycast() as it
| will silently ignore any attempt to leave an unknown anycast
| address.
After analysis, because 1) we may add two or more prefixes on the
same interface, or 2)user may have manually joined that anycast,
we may hit chances to have anycast address which as if we had
generated one by /127 prefix and we should not leave from subnet-
router anycast address unconditionally.

A bridge topology with three systems:
+------+ +------+
| A(2) |--| B(1) |
+------+ +------+
\ /
+------+
| C(3) |
+------+
What is supposed to happen:
* bridge with the lowest ID is elected root (for example: B)
* C detects that A->C is higher cost path and puts in blocking state
What happens. Bridge with lowest id (B) is elected correctly as
root and things start out fine initially. But then config BPDU
doesn't get transmitted from A -> C. Because of that
the link from A-C is transistioned to the forwarding state.
The root cause of this is that the configuration messages
is generated with bogus message age, and dropped before
sending.
In the standardmessage_age is supposed to be:
the time since the generation of the Configuration BPDU by
the Root that instigated the generation of this Configuration BPDU.
Reimplement this by recording the timestamp (age + jiffies) when
recording config information. The old code incorrectly used the time
elapsed on the ageing timer which was incorrect.

IPv6 fragment identification generation is way beyond what we use for
IPv4 : It uses a single generator. Its not scalable and allows DOS
attacks.
Now inetpeer is IPv6 aware, we can use it to provide a more secure and
scalable frag ident generator (per destination, instead of system wide)
This patch :
1) defines a new secure_ipv6_id() helper
2) extends inet_getid() to provide 32bit results
3) extends ipv6_select_ident() with a new dest parameter

icmp6_dst_alloc() must set rt6i_dst before calling dst_metric_set(), or
else the cow is done while rt6i_dst is still NULL.
If orig route points to readonly metrics, we can share the pointer
instead of performing the memory allocation and copy.

Some drivers (ab)use the ethtool_ops::get_regs operation to expose

vmalloc() returns a null pointer for size=0 whereas kmalloc() did not.

If overlapping networks with different interfaces was added to
the set, the type did not handle it properly. Example
ipset create test hash:net,iface
ipset add test 192.168.0.0/16,eth0
ipset add test 192.168.0.0/24,eth1
Now, if a packet was sent from 192.168.0.0/24,eth0, the type returned
a match.
In the patch the algorithm is fixed in order to correctly handle
overlapping networks.

There is no software fallback implemented for SCTP or FCoE checksumming,
and so it should not be passed on by software devices like bridge or bonding.
For VLAN devices, this is different. First, the driver for underlying device
should be prepared to get offloaded packets even when the feature is disabled
(especially if it advertises it in vlan_features). Second, devices under
VLANs do not get replaced without tearing down the VLAN first.
This fixes a mess I accidentally introduced while converting bonding to

In WoWLAN, devices may use crypto keys for TX/RX
and could also implement GTK rekeying. If the
driver isn't able to retrieve replay counters and
similar information from the device upon resume,
or if the device isn't responsive due to platform
issues, it isn't safe to keep the connection up
as GTK rekey messages from during the sleep time
could be replayed against it.
The only protection against that is disconnecting
from the AP. Modifying mac80211 to do that while
it is resuming would be very complex and invasive
in the case that the driver requires a reconfig,
so do it after it has resumed completely. In that
case, however, packets might be replayed since it
can then only happen after TX/RX are up again, so
mark keys for interfaces that need to disconnect
as "tainted" and drop all packets that are sent
or received with those keys.

Trigger user ABORT if application closes a socket which has data
queued on the socket receive queue or chunks waiting on the
reassembly or ordering queue as this would imply data being lost
which defeats the point of a graceful shutdown.
This behavior is already practiced in TCP.
We do not check the input queue because that would mean to parse
all chunks on it to look for unacknowledged data which seems too
much of an effort. Control chunks or duplicated chunks may also

The current rx->queue value is slightly confusing.
It is set to 16 on non-QoS frames, including data,
and then used for sequence number and PN/IV checks.
Until recently, we had a TKIP IV checking bug that
had been introduced in 2008 to fix a seqno issue.
Before that, we always used TID 0 for checking the
PN or IV on non-QoS packets.
Go back to the old status for PN/IV checks using
the TID 0 counter for non-QoS by splitting up the
rx->queue value into "seqno_idx" and "security_idx"
in order to avoid confusion in the future. They
each have special rules on the value used for non-
QoS data frames.
Since the handling is now unified, also revert the
special TKIP handling from my patch

Since we can process multiple packets at the
same time for different ACs, but the PN is
allocated from a single counter, we need to
use an atomic value there. Use atomic64_t to
make this cheaper on 64-bit platforms, other
platforms will support this through software
emulation, see lib/atomic64.c.
We also need to use an on-stack scratch buf
so that multiple packets won't corrupt each
others scratch buffers.

Our current TKIP code races against itself on TX
since we can process multiple packets at the same
time on different ACs, but they all share the TX
context for TKIP. This can lead to bad IVs etc.
Also, the crypto offload helper code just obtains
the P1K/P2K from the cache, and can update it as
well, but there's no guarantee that packets are
really processed in order.
To fix these issues, first introduce a spinlock
that will protect the IV16/IV32 values in the TX
context. This first step makes sure that we don't
assign the same IV multiple times or get confused
in other ways.
Secondly, change the way the P1K cache works. I
add a field "p1k_iv32" that stores the value of
the IV32 when the P1K was last recomputed, and
if different from the last time, then a new P1K
is recomputed. This can cause the P1K computation
to flip back and forth if packets are processed
out of order. All this also happens under the new
spinlock.
Finally, because there are argument differences,
split up the ieee80211_get_tkip_key() API into
ieee80211_get_tkip_p1k() and ieee80211_get_tkip_p2k()
and give them the correct arguments.

When initiating a graceful shutdown while having data chunks
on the retransmission queue with a peer which is in zero
window mode the shutdown is never completed because the
retransmission error count is reset periodically by the
following two rules:
- Do not timeout association while doing zero window probe.
- Reset overall error count when a heartbeat request has
been acknowledged.
The graceful shutdown will wait for all outstanding TSN to
be acknowledged before sending the SHUTDOWN request. This
never happens due to the peer's zero window not acknowledging
the continuously retransmitted data chunks. Although the
error counter is incremented for each failed retransmission,
the receiving of the SACK announcing the zero window clears
the error count again immediately. Also heartbeat requests
continue to be sent periodically. The peer acknowledges these
requests causing the error counter to be reset as well.
This patch changes behaviour to only reset the overall error
counter for the above rules while not in shutdown. After
reaching the maximum number of retransmission attempts, the
T5 shutdown guard timer is scheduled to give the receiver
some additional time to recover. The timer is stopped as soon
as the receiver acknowledges any data.
The issue can be easily reproduced by establishing a sctp
association over the loopback device, constantly queueing
data at the sender while not reading any at the receiver.
Wait for the window to reach zero, then initiate a shutdown
by killing both processes simultaneously. The association
will never be freed and the chunks on the retransmission
queue will be retransmitted indefinitely.

This change moves most L2CAP ERTM receive buffer handling out of the
L2CAP core and in to the socket code. It's up to the higher layer
(the socket code, in this case) to tell the core when its buffer is
full or has space available. The recv op should always accept
incoming ERTM data or else the connection will go down.
Within the socket layer, an skb that does not fit in the socket
receive buffer will be temporarily stored. When the socket is read
from, that skb will be placed in the receive buffer if possible. Once
adequate buffer space becomes available, the L2CAP core is informed
and the ERTM local busy state is cleared.

Unlike CCMP, the presence or absence of the QoS
field doesn't change the encryption, only the
TID is used. When no QoS field is present, zero
is used as the TID value. This means that it is
possible for an attacker to take a QoS packet
with TID 0 and replay it as a non-QoS packet.
Unfortunately, mac80211 uses different IVs for
checking the validity of the packet's TKIP IV
when it checks TID 0 and when it checks non-QoS
packets. This means it is vulnerable to this
replay attack.
To fix this, use the same replay counter for
TID 0 and non-QoS packets by overriding the
rx->queue value to 0 if it is 16 (non-QoS).
This is a minimal fix for now. I caused this

In certain circumstances, like WoWLAN scenarios,
devices may implement (partial) GTK rekeying on
the device to avoid waking up the host for it.
In order to successfully go through GTK rekeying,
the KEK, KCK and the replay counter are required.
Add API to let the supplicant hand the parameters
to the driver which may store it for future GTK
rekey operations.
Note that, of course, if GTK rekeying is done by
the device, the EAP frame must not be passed up
to userspace, instead a rekey event needs to be
sent to let userspace update its replay counter.

This patch add an unsolicited notification of the DCBX negotiated

message is identical to the aggregated CEE get operation and holds all

The following couple of patches add dcbnl an unsolicited notification of
the the DCB configuration for the CEE flavor of the DCBX protocol. This
is useful when the user-mode DCB client is not responsible for
conducting and resolving the DCBX negotiation (either because the DCBX
stack is embedded in the HW or the negotiation is handled by another
agent in the host), but still needs to get the negotiated parameters.
This functionality already exists for the IEEE flavor of the DCBX
protocol and these patches add it to the older CEE flavor.
The first patch extends the CEE attribute GET operation to include not
only the peer information, but also all the pertinent local
configuration (negotiated parameters). The second patch adds and export
a CEE specific notification routine.

Fanouts allow packet capturing to be demuxed to a set of AF_PACKET
sockets. Two fanout policies are implemented:
1) Hashing based upon skb->rxhash
2) Pure round-robin
An AF_PACKET socket must be fully bound before it tries to add itself
to a fanout. All AF_PACKET sockets trying to join the same fanout
must all have the same bind settings.
Fanouts are identified (within a network namespace) by a 16-bit ID.
The first socket to try to add itself to a fanout with a particular
ID, creates that fanout. When the last socket leaves the fanout
(which happens only when the socket is closed), that fanout is
destroyed.

To optimise the usage of this field, its length has been increased to 16bit

CCID-2's cwnd increases like TCP during slow-start, which has implications for
* the local Sequence Window value (should be > cwnd),
* the Ack Ratio value.
Hence an exponential growth, if it does not reflect the actual network
conditions, can quickly lead to instability.
This patch adds congestion-window validation (RFC2861) to CCID-2:
* cwnd is constrained if the sender is application limited;
* cwnd is reduced after a long idle period, as suggested in the '90 paper
by Van Jacobson, in RFC 2581 (sec. 4.1);
* cwnd is never reduced below the RFC 3390 initial window.
As marked in the comments, the code is actually almost a direct copy of the
TCP congestion-window-validation algorithms. By continuing this work, it may
in future be possible to use the TCP code (not possible at the moment).
The mechanism can be turned off using a module parameter. Sampling of the
currently-used window (moving-maximum) is however done constantly; this is
used to determine the expected window, which can be exploited to regulate
DCCP's Sequence Window value.
This patch also sets slow-start-after-idle (RFC 4341, 5.1), i.e. it behaves like
TCP when net.ipv4.tcp_slow_start_after_idle = 1.

This patch rearranges the order of statements of the slow-path input processing
(i.e. any other state than OPEN), to resolve the following issues.
1. Dependencies: the order of statements now better matches RFC 4340, 8.5, i.e.
step 7 is before step 9 (previously 9 was before 7), and parsing options in
step 8 (which may consume resources) now comes after step 7.
2. Sequence number checks are omitted if in state LISTEN/REQUEST, due to the
note underneath the table in RFC 4340, 7.5.3.
As a result, CCID processing is now indeed confined to OPEN/PARTOPEN states,
i.e. congestion control is performed only on the flow of data packets. This
avoids pathological cases of doing congestion control on those messages
which set up and terminate the connection.
3. Packets are now passed on to Ack Vector / CCID processing only after
- step 7 (receive unexpected packets),
- step 9 (receive Reset),
- step 13 (receive CloseReq),
- step 14 (receive Close)
and only if the state is PARTOPEN. This simplifies CCID processing:
- in LISTEN/CLOSED the CCIDs are non-existent;
- in RESPOND/REQUEST the CCIDs have not yet been negotiated;
- in CLOSEREQ and active-CLOSING the node has already closed this socket;
- in passive-CLOSING the client is waiting for its Reset.
In the last case, RFC 4340, 8.3 leaves it open to ignore further incoming
data, which is the approach taken here.
