DRAFT weboslayers.py: Convert to file format version 2, must use mcf 7.0.0 or later

- Add McfFileVersion.
- webos_layers -> Layers
- Add BblayersConfExtraLines.
- Change item name "submission" -> "fetch" in documentation.
