Fix for "dexopt: No such file or directory" error 

When common_javalib.jar is created, both LOCAL_BUILT_MODULE and
built_odex targets can be run.

If built_odex target runs before the directory is created by
LOCAL_BUILT_MODULE target, the error occurs.
