Revert "Change the default for LOCAL_JAVA_LANGUAGE_VERSION from 1.7 to 1.8" 

Reverting: broke the messaging app due to a recent change
there (commit 280a2fbe41f24eed11fcf5e13b803de17525b261).

This reverts commit dfcd912488.
