navigation: initial commit This commit includes all navigation packages except robot_pose_ekf. The robot_pose_ekf requires bfl, which we could not provide yet.

navigation: updating to 1.11.8 The previously applied patch has been included in 1.11.8 and is removed from the recipe and this repository. Furthermore, the LIC_FILES_CHKSUMs are adjusted to changes in the package.xml files.
