chatter: Adding initial chatter stubs without any dependencies The recipes are supposed to cross-compile and install the chatter example. In this commit, the recipe do not contain any dependencies and configure does not run through yet.

removing native packages and dependencies The native packages are not required anymore, because the needed python scripts during compile time are also provided by the cross-compiled packages and the python scripts are platform independent. Only the catkin package is provided as native package.
