ros2cli, rosidl-generator-c: Add runtime dependencies on few more python packages

Fixes rosidl:
  ImportError: No module named 'json'
  ImportError: No module named 'em'

Fixes ros2:
  ImportError: No module named 'xmlrpc'
  ImportError: No module named 'pydoc'
