This reverts commit 11cd0706450150fb9a9e7e5df2eae08e9c525d0b.
For the moment, this feature is not used. Maybe a later iteration might extract the settings and use it.

This reverts commit 1fb1afe23d78b45711f8435d64eadf1597847c8c.
rospkg-dev does not solve the issue. It is still unclear which files are missing or which pathes are set wrong.
